In a bid to protect the interests of the property buyers, the Tamil Nadu Real Estate Regulatory Authority (TNRERA) has tightened scrutiny of layout registrations, insisting that developers complete basic infrastructure and amenities before projects are registered.
Of the 5,119 layout applications received since January, 3,056 have been registered, translating into a registration rate of 60 per cent. In comparison, building registrations have seen a higher registration rate of 74 per cent, with 308 of 415 applications registered, said sources.
Under the tighter approach, developers are required to ensure that essential infrastructure is in place before registration. This includes roads, storm-water drains, water supply facilities, street lights, entrance arches, development of open space reservations and proper marking of plots.
“While submitting the layout, we now insist on completion of all the infrastructure like roads and storm water drains. We need to protect the buyers,” said an official. In the past, several layouts were approved even though developers had not completed basic infrastructure, resulting in complaints from buyers, he said. “We are tightening the procedures to ensure buyers are not affected,” he added.
With regard to the general perception that project registration applications submitted to TNRERA are subject to considerable delay, officials clarified that the time taken for processing an application depends on the completeness and correctness of the application and the supporting documents submitted by the promoter.
Welcome move
The tighter scrutiny is being viewed positively by organised developers, though they acknowledge that it could extend project development timelines.
Ranjeeth Rathod, Managing Director, DRA Homes, said the State’s insistence on completing basic infrastructure could delay development, but was necessary to protect buyers. “Many developers in the past used to get approval on undeveloped layouts. It is a welcome change,” he said.
According to Rathod, such practices were largely seen among developers outside the Credai ecosystem, where developers generally follow prescribed procedures. It was more prevalent in B and C towns, he said.
The tightening of norms should ultimately improve the quality of plotted developments and reduce the burden on civic infrastructure. However, clear standards, defined timelines and a predictable approval and registration process are needed to ensure genuine projects are not unnecessarily delayed, he said.
